1. AF-177 Create a splash screen …

   Adds a splash screen that is modeled after the CTI Blueprints splash screen.
   
   - Display splash screen at startup (if there is no `src` parameter).
   - The splash screen can create new flows, open flows, and open hyperlinks.
   - The splash screen options can be customized in the builder config.
   - Also update webpack config to display a better page title.
   - Update the AFB logo in the top left to use the Engenuity logo.
