  1. Allow upscaling svg files 

    Since SVG files are vectors, they can be scaled upwards without losing
quality. This allows using one file for both the thumbnail and zoomed
version.

Upscaling is done to maxWidth/maxHeight/width/height/innerWidth/innerHeight.

This adds two new settings: vectorRegex that determines which file
extensions are vector files, and scaleVectorUp which indicates that
vector files should be scaled up.
