CHANGES:

• Release the runtime lock during IO (@brendanlong).
• Many fixes to the C stubs of Dblib and Ct thanks to
  @brendanlong. In particular, raising exceptions on Dblib errors
  should no longer bring havoc to the DBPROCESS.
• Port to Dune and dune.configurator.
