This pull request updates the Holesky and Arbitrum Sepolia endpoints in the code and aligns all secret references to be used from the
secrets.enc.yamlconfig file. The changes include updating theupdaterChainUrlEthandupdaterChainUrlArbreferences, as well as thesequencerChainUrlEthandsequencerChainUrlArbreferences. Additionally, the secret references for the Ethereum RPC and WebSocket URLs have been updated. These changes ensure that the code uses the correct endpoints and secret references for the Holesky and Arbitrum Sepolia environments.MGX-1253
