Container is not rebuilding image when selecting "Rebuild Container"

I have multiple devcontainer.json in one project (in their own directories), each time I open one up, it shows the older image's files. If I increement the name within the json config, there is no change.

We are adding support for multiple devcontainer.jsons in the Dev Containers extension. Tracked as #7548.
