Implement the post processing extension feature.

  • Added post processing extension feature, disabled for now, follow-up with unit testing.
  • Added FeatureFlag feature.
  • Allow /diag to point to a folder to have correct diagnostic logs for parallel execution when run with dotnet sdk.
