Improved error handling:

- errors on loading the map mode menu items are now caught and logged, and a warning box is displayed to the user after all other menu items are loaded
- errors during map painting are now caught and logged
Fixed a null dereference in CapitalsMode.
Added a few more logging statements to help with post-hoc debugging.
