Policy templates for Firefox 118 and Firefox ESR 115.3

I'm no longer using a versioned README for documentation, I'm using a GitHub page which is available at:

Note: I strongly recommend reading the enterprise release notes for this version of Firefox. This version is the last 102 ESR and we are dropping support for some older operating systems.

This release updates the following policies:

ExtensionSettings - Documentation for default_area has been added (The functionality was added in Firefox 113, but the documentation was missing).

I have added new "JSON on one line" policies in the GPO for all of the policies that support JSON. This is because the new Microsoft support for Custom AMDX and ADML templates (https://learn.microsoft.com/en-us/mem/intune/configuration/administrative-templates-import-custom) requires you to explicitly add a new line in the UI for each line of your JSON, but it limits lines to 1024 so you can't put all your JSON on one line.

I'm hoping they fix this at some point, but this is the best workaround I could come up with.

Note: There are no changes to the ADMX templates in this release. I bumped the version to be consistent. There is no need to move to these templates if you are using v5.0.

I have also removed deprecated policies from the main documentation, but not from the GPO.

I have removed the Proxy Settings item in GPO in favor of the new category.

This release adds the following policies:

PasswordManagerExceptions - Prevent Firefox from saving passwords for specific sites.

This release fixes an issues with the Windows ADMX files where the GPO reporting tool displayed incorrect information because I kept items that I moved in two places. I've removed the things that were marked "Moved" (DNS over HTTPS, Tracking Protection, Clear Data on Shutdown). They can be accessed in their corresponding group and their data is migrated.

This release updates the following policies:
WebsiteFilter - there is a a new entry in the Windows GPO that allows the whole list to be specified via JSON.
Preferences - you can set the new preference security.osclientcerts.assume_rsa_pss_support. This preference allows configuring RSA-PSS support for client certificates.
SecurityDevices - you can now delete security devices.

I'm going to remove Proxy Settings in the next update since it's going to have a major version to correspond to the new ESR.

This release updates the following policies:

Preferences - security.OCSP.enabled, security.OCSP.require, and security.ssl.enable_ocsp_stapling can now be set via policy.
ExtensionSettings - new parameter default_area added so you can set the location of the icon.

I have not removed Proxy Settings from its old location yet. I will soon.

This release adds the following policies:

DisableThirdPartyModuleBlocking - Do not allow blocking third-party modules from the about:third-party page.

I've moved Proxy Settings to its own category to solve issues setting the values with Intune. I'm aware that this will create a problem with GPO reporting (See #895). I'm going to leave them duplicated for one release to allow folks to migrate comments and other things over.
