Extract, Transform and Load (ETL) of Form 700 data to our own database.
Can we transform the data into a more query-able shape and see what we find in there?
To start, we will include forms filed in 2019.
Form 700 is the “Statements of Economic Interests”. Filing is required by all elected official and public employee who makes or influences governmental decisions. Form 700 data is not available as a spreadsheet through the Netfile portal. The whole the dataset isn’t available from Netfile either, but there have been some filings to Netfile.
The state of California, via California Fair Political Practices Commission (FPPC) regulation, requires filing using common forms defined at the state-level. Netfile is a third-party platform contracted by the City of Oakland that collects campaign finance data via forms completed by candidate and ballot measure committees and offers a portal to access the data.
While the the PEC owns some of the campaign finance data (like the 460 form data via Netfile), the City Clerk currently owns the Form 700 data. E-filing of Form 700 is not required, so some forms are digitized and some are available only in paper format. Quality of the Form 700 data is unknown. Paper forms might be entered into the digital system.
