IDE: indicate repository integration with VS Code

Add a symbolic link indicating that this project has the configuration
files to use VS Code integrated with the Dev Container.

The project folder now contains a Dev Container configuration file. It
allows you to develop in a container ([learn more](https://aka.ms/vscode-remote/docker)).
