This "copies" all required primitives + relay changes to support bridge between Polkadot.BH and Bulletin chain. We'll eventually need primitives aside the Polkadot.BH code (wherever it'll be located) => we need changes in the
polkadot-staging. No need to update subtree immediately though - I do not want to interfere with P<>K bridge processes.All PRs were reviewed - this PR is merely a copy-paste PR. No audit is required - the only "suspicious" change is the #2558, but the core of this "new" signed extension has already been audited, so...
