This main purpose of this PR is to enable support for passing Global Privacy Platform consent strings to our bid server. This PR also removes user sync functionality from our bid adapter and the associated tests as we no longer support client side user syncing on our bid server and the endpoint has been deprecated. Also makes a minor refactor to our
consentAllowsPpidfunction to improve it while fixing an existing bug in that function.Other information
