Flip the switch on new resolver #9019

This should cover the first two bullets of that issue. Documentation needs a bigger pass than I could do over the past week.

If anyone is asking, yea, I really would love to drop Python 3.5 and 2.7 and merge this, because that's the only place where the CI is failing.

Let's get 20.3 out the door and pull the plug on those Python versions.

@pypa/pip-committers Folks -- if you could review the PR (other than the CI issues on EoL Pythons), I think it's good to go.

It'd be good to have green ticks before I click merge. :)

I think I'm going to just skip the annoyingly failing tests (failing only on Python 2.7). 🙃

Here's my proposal: I'm gonna go take a walk now, and when I come back, I'll make this change UNLESS someone has holler'ed saying "Here's how to fix this failure." or "No, I really care about EoL Pythons and here's why you should too: [insert good reason here]" or anything to justify why I should spend more time trying to fix these failures.

Note that if they really want, someone can revisit these failing tests after 20.3.beta1 and before 20.3. I don't think I'd do that though. I'd much rather we keep them skipped, since we're dropping support for 2.7 in pip 21.0 -- which means we can drop the skipping when we drop the support. :)
