- Update PHP requirements and dependencies
- Add codeowners so we'll notice issues and pull requests
- Let @dependabot update composer dependencies as well
Use PSR12 for easier dependency maintenance. Lower phpstan level to 8 -- staying at 9/max is not worth the trouble.
