Kicad version 6.0.11

Kicad packages for MINGW64, MINGW32, CLANG64, CLANG32, and UCRT64 environments.

Install mingw-common-kicad6.0-library before main kicad packages.
The 32 bit KiCad package are built without spice or wxpython support.
The 32 bit KiCad package depends on packages no longer part of the MSys2 distribution.
