Disable localization on a non-English machine to English only

I work on a non-English machine but I prefer my development tools in English only.

I tried the hacky way by removing the lang folder in \resources\bin and the pak file in \locales. This works only partially, e.g. the quick fix window is still localized and some of the parameter hints.

The optimal solution would be a language selection in the settings.
