docs: update user guide to change resolver default #9044

Update user docs to change instructions, migration guide, etc. given that the new resolver will be the default in 20.3.

@pradyunsg , maybe you can help me out with this.

I want to change the headline for the relevant section to "Changes to the pip dependency resolver in 20.3 (2020)". Thus the anchor tag will be:

But there are a bunch of emails, tweets, etc. out there that refer to the old version number in the anchor tag:

which will then simply not work once we push the change.

Is there an easy way to tell Sphinx to redirect #changes-to-the-pip-dependency-resolver-in-20-2-2020 to the anchor tag #changes-to-the-pip-dependency-resolver-in-20-3-2020? I ask you because I started poking around docs for Sphinx redirects and got confused.

That all looked mostly good. I've just made some suggestions of changing language being used to linked the UX studies sign-up form, and to make it more explicit what survey is being linked to.

In pip 20.3, the new resolver will be the default. Therefore, this commit updates user docs to change instructions for testing, migration, etc. Towards pypa#8937.

Update user guide to change resolver default

In pip 20.3, the new resolver will be the default. Therefore, this commit updates user docs to change instructions for testing, migration, etc. Towards pypa#8937.
