Add « report as spam » button in archives

Expected Behavior

Currently, only mails awaiting for moderation can be reported as spam

Current Behavior

I wish moderators/owners to be able to report mail as spam even if it has been already delivered (use case: non-moderated lists).

This would make the antispam able to learn spams that it missed.

Possible Solution

Add « report as spam » button in archives pages for moderators/owners

Context

Public and open to anyone Sympa instance (framalistes) with many non-moderated lists.
