Observations

• Likely the (unused) beta DynamoDB table from a previous deployment still existed in west. It's a good idea to verify before every deploy.

• 23:49 - Deleted beta DynamoDB tables in east and west, beta ES cluster
• 23:55 - Restarted the CircleCI Build

• 00:00 - Deploy stalls (deletion process not yet complete; beta ES cluster still exists when the Web API step is reached but Setup ES Index step is unable to complete)
